The HRDMD determines the human resource needs of the Ministry. The Directorate is responsible for recruiting qualified staff, training and retaining of staff to develop the necessary capacities to deliver on the objectives of MOFA. The HRDMD also manages the Agricultural Colleges and Farm Institutes under the ambit of MOFA, for pre-service training of trainees for the use of the agricultural sector.

The Directorate is responsible for ensuring effective formulation, implementation and coordination of policies, plans and programmes in the agricultural sector. It is the nerve centre of the Ministry.

The Statistics, Information and Research Directorate is responsible for producing demand-driven and quality agricultural statistics and maintaining sustainability in agricultural statistics production and dissemination.

The Directorate of Agricultural Extension Services (DAES) is responsible for overseeing agricultural technology dissemination through the management of agricultural extension service delivery in the country.

The Directorate promotes the production and facilitate the processing, distribution and marketing of food, industrial and export crops; quality planting materials and the efficient use and management of soil and water resources for sustainable agriculture production.

The Directorate has the mandate to develop, promote and sustain poultry and livestock production for food security, employment creation and income generation through research, effective technical support, extension services, agribusiness and industry, whilst ensuring that gender and environmental issues are adequately addressed. The Directorate also oversees the operations of seven National Livestock Breeding Stations located in various parts of the country.

The PPRSD is the National Institution with the mandate and capacity to organize, regulate, implement and coordinate the plant protection services needed for the country in support of sustainable growth and development of Agriculture.

The Veterinary Services Directorate provides animal health services to enhance livestock, poultry and companion animals’ production and productivity. It also protects public health by controlling animal diseases communicable to human beings, as well as protecting the health and safety of pet and zoological animals. The VSD helps to regulate imports of certified and disease-free animals and animal products.

The Directorate promotes the delivery of gender friendly improved technologies and information on agricultural production and post-production in an environmentally sustainable manner.

The mission of the Agricultural Engineering Services Directorate (AESD) is to ensure the availability and adoption of appropriate agricultural engineering technologies in the country.
